If a customer for example had a V6 system with a 1000 DLUs, but only 100 phones. How many users would this be quantified as in a V8 system.
Would it be 100? Or 250 (4 DLUs per user)? Or 166 (6 DLUs per user)? Or something different?
Assuming there is no UCSS in place, so no real user count from a support aspect.

The User Count Tool can help you understand the conversion ratios of various UCL/UWL licenses. It uses the same math as ELM uses when you are going through the upgrade process to 9.0.

Via the ELM tool you mentioned, it implies that a CUCM V8 enhanced UCL license equates to 6 DLUs.
So assuming a V6 system had 12 DLUs, but 3 x 7940s/Users configured (4 DLUs per phone). Under UCL, the system has in fact only got enough DLUs to cover 2 users, not 3? Is that correct?
Or would we still get 3, given that 9x3 gives 2 additional DLUs per user?
I'm just trying to understand the equation, because with V6 the system was not user based, and DLUs could be added in any amount and divided amongst the various phone models.
