For CUCM 7.x, what happens if a service fails from a restart standpoint. Does the service attempt to restart automatically? Is there a retry threshold? Is all this configurable? And lastly, where would I see a log of the restarts?

From my limited experience only I don't think callmanager services automatically restart after a failure.
Not that I have seen many failures these days myself
One log you could check is the event logs from RTMT. There you would see alerts if any service fails.

Actually, it looks like ccm (along with many other services) auto-restart three times by default. You can view the auto-restart status of a service via CLI:
admin:utils service auto-restart show Cisco CallManager
Service Manager is running
Cisco CallManager[auto-restart ENABLED]
