The CAPF certificate is used to sign all LSCs for the phones. If you generate a new one both will need to be included in the CTL until such time as certificates signed by the old CAPF certificate are no longer in use. Be especially careful since the CTL is limited in size. The only document that addresses this topic are the Security Guide, and more generically the OS Administration Guide for certificate management.
