I want to know that cisco uc ip conference phone 8831 does support ISDN PRI line or by using this line can I make ip call?

The phone needs to be registered to CUCM or CME, and the PRI needs to be configured in the call control for the phone to be able to place a call using it.

You can't connect PRI line directly to 8831 phone. You need to have a voice gateway connected to call control agent which can be CME or CUCM
