No do you not need PVDMs unless you require transcoders for whatever reason in which case PVDMs are the only way to build transcoders. An example of required transcoders might be calls arrive from SIP provider as G729 yet you have UCCX application installed as G711. Another example might be calls arrive as G711 and need to be delivered to remote location as G729.
