Hi,
You men user license, when registering the ports as SCCP? If so, let's say yes.
When you register one of the FXS ports as SCCP you're using an user instance, or one of the ephone's available, hence if you're asking if adding FXS ports to CME as SCCP, yes, it will decrese the amount of phones that you have avaialble.
In the other hand, if you use the VG20X with H323 or SIP to CME it will not use ephone's instances, so you don't have to worry about it.
