Yes, any Cisco phones that support SIP can be ran as SIP phones on CME.

I suppose you want to know about non-cisco phones, because using Cisco phone with SIP firmware is not a good idea (loose features but gain bugs and limitations).

The answer is that Cisco does not officialy support third-party SIP phones on CME, however Cisco requires  a license if you want to use them!

• SW-CCME-UL-3PSIPS= CallManager Express UL For Single Line 3rd Party SIP Phones
• SW-CCME-UL-3PSIPM= CallManager Express UL For Multi Line 3rd Party SIP Phone

Because of that, and technical reasons also, is better to avoid them as much as possible.
