We are looking at some Emergency telephones for factory shop floor emergencies, where they can dial 2 or 3 specific numbers only.
1. Does Cisco have a solution for this?
2. Do they need to be analogue phones if they are used on the CUCM, as poe switches could lose power

For a lift we have used 3905 with hotline so that the calls will go to emergency office when they lift the handset.
what do you mean by hotline? do you mean a speed dial button ?
It’s not a speed dial button. With hotline when you lift the phone will dial configured extension.
Your requirement can be achieved using a customer 3rd party application for Cisco CUCM.
In the solution you will be able to configure the numbers which can be dialed out from the configured Cisco IP Phones.
