Enabling/Disabling Gratuitous ARP for phones in CUCM11

I'm looking to change the gratuitous ARP setting on a group of phones. But from what I can see, gratuitous ARP is only configurable on a per-phone basis. I can't see any other place to set it (e.g. Enterprise Phone Configuration, Common Phone Profile, Enterprise or Service Parameters)

Is the only way to manage this setting per phone?

That seems to be the case, try doing it through BAT. Create a phone template with setting gratuitous ARP to enabled and then run an Update Phones query while choosing that template.

Run BAT job for specific phone model, so if you have 7962, 7942, 8841 for example run one job for each model separately, as that will expose the product specific details.
