I am in the process of setting up MRA for a CUCM 11.0 Cluster using Expressway 8.7 for MRA. I noticed in the docs that SSO only works with Cisco Jabber 10.6 and later. My question is, once SSO is enabled, will devices like 7800, 8800, and DX80's still be able to login?

Not sure if I understand how you want 7800 and 8800 to login. Are you referring to extension mobility? If so EM is independent from SSO.

I meant for 7800, 8800, and DX80's to connect to the cluster via MRA. There is a service discovery and login process when those devices are trying to connect via MRA over the internet (I.E. the user has a DX80 at their house). I am curious if enabling SSO will break their ability to connect these devices via MRA.

I don't think so. As per my understanding SSO is for logging to Collaboration Administrations and its not related to enduser login through MRA which can be based on AD (EDI) or Local accounts (UDS).

IP phones over MRA do not use SSO. The behavior will not change for those devices.
