Im trying to figure out a way to give a Call Center Supervisor access to Cisco Unified CM Administration End User configuration so that the supervisor can update the IPCC extension to move an agent to extension
or
should I just configure Extension mobility for all agents?

Definitely use Extension Mobility for all agents. Your other idea is not documented anywhere and would likely be deemed unsupported as a standard operating process. Not to mention it sounds like a real pain for the supervisor.
For the sake of answering both sides of the question: You can create a new Role within CUCM and assign that role access to only the End User Configuration page. Create a new Group and assign that role to the group. Then assign that group to the supervisor. He/She will see the full CCMADMIN menu but should receive an access denied error for every page except End User Configuration.
