ERROR: 7821 is built-in phonemodel, can not be changed

We need to register 7800 model phones in CME, when we try to add the below CLI command, we are getting the error as "7821 is built-in phonemodel, can not be changed", we upload the 7800 phone firmware and enable tftp-server flash: please advice.

Can you add the "phoneload-support" command under "voice register pool-type XXXX" and check again, also post the complete config from cme.

It does not allow you to put in "voice register pool-type 78XX"  

It works fine for an 88XX, but not a 78XX.

Running 4321 IOS-XE 3.13.4S.
