I have 3 MCS servers in my telephony cluster
1-Pub and 2-Subs
EM is only configured on the Pub, if the pub goes off-line, I know the EM feature is gone...
Question -
Can I run EM on 2 of the 3 servers at the same time?

Yes. You will however need to define seperate EM service for each server.

You can also use a SLB (server load balancer) to configure your EM service. This way you will use a virtuial IP address as your EM service and your IP phone service. The SLB will then resolve the virtual ip to the address of any of the active server.
You can also use DNS although this is not best practice as it introduces delays...

Indeed, DNS will not work properly as if one server is down it will take quite some time to attempt connection to another server. Load Balancers are surely an option, but rarely seen inside voice network except for enterprise customers.
