We need to know what version of CCM you are using and what type of hunting (Native, AC, Phone to Phone forwarding)? Also layout your whole flow, hunts to 3 phones, then hunts to VM, etc.
Assuming native 4.x hunting, here is an option. Set your Line Group and Hunt list as you normally would. Use either Hunt Group Login/Logout (4.2 feature), Max Hunt Timer or Line Group settings to finalize hunting. Set in the Hunt Pilot the destination for CFB and CFNA to a CTI RP and select a CSS that will allow it (these will eventually be hit depending on the settings from my last statement). Create a CTI RP with the number above and have it go where you want the final destination to be(most choose Voicemail). Then associate the CTI RP in the User configuration to all of the users accounts. When they need to forward somewhere other then Voicemail, they log into CCMUser web page and change the CTI RP call forward all from voicemail to their mobile number including necessary LD and access codes.
