Call manager doesn't have a built in paging feature like CME does. The closest thing is the intercom feature but that's not a one to many broadcast like you want. You would have to use a third party tool such as informacast to send broadcasts (http://www.singlewire.com/informacast.html).
As Joe suggests (+5) you need to look at 3rd party, I strongly favor SingleWire InformaCast but there are other solutions out there, if you search this forum for paging solutions you will find a lot of good suggestions.
