FXO lines not getting a dial tone, no circuit available

I'm getting an issue in fxo lines in the isr. Found in vpm signal log about "fxols_power_denial_detected" on outbound call.

Also, ring detection is shown on show voice port summary on inbound call.

 

I added the command no battery reversal and no supervisory disconnect, tested the port for voltage, the result is "Register 29 = 0x00" on the command test voice port x/x/x si-reg-read 29 1. I rewired the cables and bypassed all the jacks and just spliced the cables, I reversed the tip and ring, plugged in the rj11 to a different fxo port. I did all this and still not getting any improvement.

 

Most information I found on the internet about this issue is pointing to the service provider. I've coordinated with the SP but they did not find any issue on their end. 

 

 

5 out of 9 sites are working using the same programming I put on the ISR. I don't know where to look anymore, pls help.

Cable issue.

I rewired the cable from terminal block, then to patch panel, then to ISR.

I checked every end of the cable with my butt set to ensure that I'll hear a dial tone.

I would connect a normal analogue telephone to the PSTN line first and make sure everything working fine.

Can you share your FXO port configuration.
