Generate Voucher Grayed Out

Trying to setup the ability to have phones use Activation Codes via MRA however the Generate Voucher button is Grayed out on the Cloud Onboarding Configuration page.  I believe I did all the other required setup but I cannot seem to figure out why this is still grayed out.

Okay so I found out my Expressway is not on a required version (currently running X8.11.2 and I found a slide saying I need version X12.5) With that said could that be causing the issue on my CUCM? Does CUCM realize Expressway is not on the correct version and thus is not allowing me to generate the voucher?
