Go to recorded message before ringing

I am using 

Cisco Unified CM Administration
System version: 11.5.1.14900-11
Cisco Unity Connection Administration
Version 11.5.1.14900-11
I want to set up the helpdesk phone to go to a recorded message that instructs users on putting in a ticket and then to stay on the line for immediate assistance prior to ringing.
I am new to this phone stuff so I have no idea how to do it
