H323 Gateway with PRI same inbound call 2x

We are having a weird problem were we see to calls come into a H323 gateway, one immediately after the other. The only difference in the calling number is 1st a 10-digit number then 2nd is an 11-digit number. Below is the debug isdn Q931:
