No user responding.

Typical scenarios include:

The user is not answering the telephone.

Used when the called party does not respond to a call establishment  message with either an alerting or connect indication within the time  allotted. The number that is being dialed has an active D-channel, but  the far end chooses not to answer.

Maybe that is the problem. Do you get answer from the other side? Are you sending the call correctly?

You have posted only these two lines from the CCAPI with no other explanation and that is what they usualy mean.

Hi,

Some ideas:

- Use debug voip dialpeer to see dial-peer matching to make sure you're routing calls correctly.
- You don't need dial-peer 1 pots since true DID services in FXO can never be utilized. You're using connection plar to route inbound calls to a default location (perhaps to a recepcionist).
- To follow best practices (when you have Pub and Sub) you should route calls primarily to Sub and if Sub is down then you route calls to Pub. So, if dial-peer 3701 is for Sub you should configure it with a higher preference than dial-peer for Pub.
- Check if the h323 gw in UCM is defined with the IP address of the router's interface that has the h323-gateway voip bind srcaddr command.
- Check CSS of the h323 gw defined in UCM.
