when we plugged a phone (POTS) line into a FXO port and called it we did not see the port even
recognizing the incoming call.
I made and minor adjustment and did shut/ no shut and got a odd output, at that time I also had debug vpm sig on

this is happening on all the FXO ports even though most of them do not yet have a POTS line even plugged into them yet.
