We've recently installed a new subscriber in our CUCM 8.6 cluster.
Whenever we try and register a phone to the new subscriber, it says "Registration Rejected: Security error". I can register phones to the existing subscribers fine.
Do we need to add this server's certificate to CAPF or something? How would I do that?
Please note we are not using CTL.

I should also note that I've tried several phones and factory resetting them...

Updating the CTL File
You must update the CTL file if the following scenarios occur:
•If you add a new Cisco Unified Communications Manager server to the cluster
