How do I change the default license threshold?

My customer keeps getting the following alarm:

I've found that the default threshold is 90% - but this is too many license for my customer to have as available in reserve. How do I change this parameter?

You cannot change it.

You can only increase this number by adding (buying) extra DLUs.
