I'm sure one of you knows a quick way to find this information. I need the extension who is dialing 911 repeatedly, they are getting angry with our company.

Well, before anyone can help you, we really do need a bit of information about your setup!
Call detail records (CDR) is where this will be shown, but in Call Manager or Call Manager Express these are produced differently, stored differently, etc.
Please include make, model, versions, etc just not any of your licensing info, IP addresses, etc.
Also, if this is Call Manager, there is a specific system parameter that must be set to TRUE that causes CDR to be produced in the first place.

I have messed with the CDR stuff before and i have recieved the error message 10021. I have seen the support doc where it says to enable the flag you are talking about, but i don't have those options in my UCM Admin anywhere. So i'm at a loss as to finding the person dialing 9-1-1.

It sounds like you only have a single ELIN for you entire network. If you had multiple emergency location identification numbers then 911 services would have a good number to call back to, and you could at least narrow down who was doing this. Are you not using Cisco Emergency Responder?

the parameters are in service parameters, system section, set the cdr enable flag to true will turn on the creation of cdr records. Another thing you can do is to use the "gw-accounting syslog" function on the voice gateway, log the output to a syslog server, and those records should show it as well.
You didn't say if you use any emergency responder equipment, what voice gateways, etc. all of which is useful to know in order to help you.
The other responder is also quite right - if you use Cisco CER, and only have one or two ELINs, that can be a problem tracking this down as well.

Another thing that hung me up in tracking my users calling 911 was I had to set the CDR to log 0 length calls (abandoned calls to the 911 center.) To do this to go System -> Service Parameters and set "CDR Log Calls with Zero Duration Flag" to True.

Thanks for the tip, turned on zero duration to true and i'll see if that works next time somebody dials 911
