i´m registered the VG with a CUCM 8.6 with SCCP protocol

Is analog phone initiating the conference? If so use the SCCP supplementary code.

"During an active call, user presses hookflash for dial tone, dials a third party, and then presses hookflash again to connect all three parties.

Note For ad-hoc conferencing on Cisco Unified SCCP IP phones, the #3 feature code is required for the "conference" call-control mode after pressing hookflash the first time."
