Hung Co line

I have 2 routers in a lab connected together.

One has a 4FXS & an analogue handset anothe has a 4FXO which is connected to a PSTN line.

I can access the PSTN line but when I on-hook the phone the line & 4FXO port are not released & become hung.

Please help.
