Hi,
In out lab we've got 2921 router with HWIC-3G-HSPA, HWIC-3G-GSM and VIC3 4FXS/DID. Is it possible to configure phones connected to router to use 3G modules for voice connection like a normal mobile ?

No, it is not possible to do so.
The HWICs are exclusively data modules.
if you want to make voice calls, get a so called "GSM box". These work better with BRI itnerfaces.
