Yes with Bulk Export/Import. Possibly you'd might need to modify the export file from 8.x to fit the 11.x format. Easiest way to know would be to also do an export from 11.x and compare the files. Some times Cisco changes the format of the CSV files around, I guess it's to keep us on toe.
