Hi Guys,
When checking the voice router, I found out that all the active calls are matching dial-peer 0, including inbound and outbound call legs

The gateway is MGCP. Does it look normal?

From which output you get to know that its matching dial-peer 0 ? Because the output of show voice call status in MGCP does not show dial-peer and its working as designed.
As you are using E1 PRI , the call will be backhauled to CUCM. Its only show dial-peer number when call goes through analog port.

MGCP purpose is just in that - doing all config from CM and controling your gateway totally from there.
So this is just normal operation in your environment...
