I have a Cisco UCM cluster running 7.1(5) with two MGCP voice gateways connected to the PSTN. I need to block a certain ANI number incoming from the PSTN. I'm familiar with how to perform this procedure on the gateway using CLI if it were running H.323 using translation-profiles on the dial peer, but I'm not sure how to perform this same inbound call blocking when the gateway is running MGCP.
Any suggestions?

No way with MGCP, you can only do that with H323
If you want to block calls you'll have to switch to H323.

For the MGCP we have a feature request filed:
CSCsy52473 ability to route call based on calling party number, cgpn
but there are no plans to fix it currently in CUCM. You should ask your Cisco Account Manager to put in a word to the CUCM BU about this.

Many years later however I found this post while looking into the same issue so I wanted to share the answer. Assuming your no longer on CUCM Version 7.x you can now block calls via MGCP. The key feature added was route call next hope by calling party number. It requires a bit a changes but works very well. link below.
