Is it just happening for the single number "5253" or for all number.
I see you have two E1, is the other one acting as a backup for inbound and outbound calls.
If so, can you shut the E1 0/0/0 and see how the calls are working on other controller.
From my understanding it seems like call manager is not responding with CRCX after the Gateway NTFY about the inbound event. Can you try negate mgcp with "no mgcp" and add mgcp back and test the calls.
It would be great if you can pull the detailed CUCM trace and attach here.

This time your gateway resonded and your gateway is sending different release code "Destination out of Order" to the PSTN.
Have you done any kind of modification?
Also please share the detailed RTMT trace of CUCM as well.
