Incoming call failures - CALL_ERROR_INFORMATIONAL; Call Id Is Invalid=-1

Hey all.

I'm trying to finish up configuration on a Cisco 2901 voice gateway connected to a few POTS lines.

Outbound dialing works fine, I see the calls hit the router and they go out just fine. However, for inbound calls, they ring a few times and then go fast busy, and I see this:

2901#sh call active voice compact
 <callID>  A/O FAX T
Codec       type        Peer Address       IP R<ip>:<udp>
Total call-legs: 1
       100 ANS     T0     None        TELE        P

They hit the router but the router doesn't seem to send them anywhere. I've attached my voice gateway configuration as well as my debug voice ccapi all logs.
