I have a user who would like the questions to play before the answers in the voicemail so they can confirm they match up.    Currently all they get in the voicemail is a beep between answers.

I also tried sending it to email and this gives you a separate wave file for each answer but again, it is only the answers.

That behavior is by design. I don't know of any way to have the question recordings go along with the responses in the voicemail. Your users may have to make do with a written list of the questions.
