Dears,
I have cisco 7942 IP phone which is not power up when connect, light blinks once and the device is not power up
I Attached the images of the phone when connect.

Hi,
This does not look to be phone software issue but the phone hardware at fault.
You can try a factory reset of the phone using the following post:
https://supportforums.cisco.com/discussion/10787601/how-reset-7942-factory-defaults-callmgr-423sr2b
In case that does not work, you will have to go for replacement for this phone.
