That could be a number of things. In CUCM, do you have the SRST reference configured and applied to your device pool?
What type of phones register to the gateway? SCCP or SIP?
What is the SRST configuration? CM Fallback or Telephony Service / Voice Register Global?
Has it ever worked before?
What troubleshooting have you carried out already and do you have any logs you can share?
