Hello.
I have some problem with IP Phones 7960,7941,7961 upgrading.
I uploaded new firmwares and configured in the "Device Defaults".
After that I reseted phones and verion didn't change. When I put version on "Phone Load Name" in device setings and then reseted everything was OK.
I don't have this problem with other phones like 7945 or 7937.

I can only make changes in CUCM.

I don't think performing a factory reset is a great first line of troubleshooting with a firmware upgrade. Let's first clarify a few things:
1. What version of CUCM are you running
2. What version of firmware was set BEFORE the upgrade on these devices
3. Did some of the phones upgrade and others did not or consistent across all devices?

There's no way to do it remotly.
Steps:
Note: Power cycle the phone or press any of these keys while in the first level submenu and then press the green.jpg green key to hide the options:

I had this same exact issue and after many TAC calls, they had me upgrade the phones in steps. Below are the different loads in the steps that we have upgrade our problem phones.
SCCP41.8-3-1S
SCCP41.8-5-2S
SCCP41.9-3-1SR1-1S

Hi,
I have new firmware version on cucm 8.6 device default. i set the fw name in phone load and restarted.
and restated tftp service as well but 7942 phone still on old version.
any suggestion please.

If you are running a firmware below 8-5-2S then you will first need to do the intermediate firmware upgrade to 8-5-2S and then you can go to a higher version. Can you check the same. If its a different scenario please share the details of current load on the phone and the one to which you are trying to upgrade. Also ensure that the firmware file is uploaded to all the servers, specially the tftp server.

New version in device default - SCCP42.9-3-1SR4-1S
cucm version - 8.6.2.20000-2

This upgrade should work. If the firmware file for 9.3.1 is loaded on all servers and tftp service has been restarted then the phone should take the new firmware. Try registering a 7942 with the Publisher and check if it takes the new load.

Change to a device pool which contains the Publisher at the top in the callmanager group, or at least a device pool which certainly has the firmware file loaded on the server which is at the top of the callmanager group.
