Is it possible to allow outgoing calls by only using a password?

Hello all,

My pstn has a feature called "ProtectedCalls", where you press *1440* and then the phone number you want to dial. The 1440 is the password that allows me to make the call. Without using *1440*, i would always receive a busy signal. Is it possible to do the same with my cisco voip network?

I want one of my fxs analog phone to be able to make calls only if a password is provided. Is that possible on Cisco CME 7.0?
