Is there a way to have CUCM add 91 in from of 10 digit missed numbers?

To return a missed call it seems user have to used the EditDial soft key to add the 91 in from of the 10 digits?

It doesn't look to me like there's a Dial Rule option 

What is the "Directory Lookup Dials Rules" used for?

I tried this and it didn't seem to work.
