When transferring ISDN calls are all PABX systems involved with the call?
Public Caller > Public Caller Carrier > Company A Carrier > Company A PABX > (Call transferred to company B) > Company A Carrier > Company B
Carrier > Company B PBX connected call answered
Is Company A's and Carrier A's trunk and resources still getting used to maintain the call? I think two B channel transfer can help with this?

Correct, the cal is hair-pinned at your GW.
Yes, you would need to configure TBCT in order to release the call from your GW, call your telco in first place to ask if they even support that.

Jaime - is there a good configuration example for TBCT for a SIP IOS GW? I just saw this asked on a PRI order from a carrier and we passed because it was new to us. However it makes alot of sense?
