A few questions.
1. Are their actual SRST license files that needed to be uploaded to a 2800 series ISR? Or is this on the "honor" system
2. If license files requried on ISR 2800 series AND you have to re-ip the gateways, do you have to have new SRST license files generated/applied by Cisco.
3. ISR 4300 - Will there be actual SRST liense files that need to be uploaded? Or will it be on "honor" system.

ISR G1 do not require license. The product family 18XX, 28XX, and 38XX remains unchanged and will not adopt the licensing, packaging and universal image concept which is outlined for the ISRG2 family .
changing ip will not make difference

SRST is Right To Use (RTU) - you don't need to register any PAK or upload any specific license files for SRST. However before you can configure that you need uc9 technology pack and accept the EULA from CLI.

The Cisco ISR G2 comes with a 60-day evaluation license. After 60 days, the license changes to “right to use”. The customer is required to pay for the CME-SRST feature license which is valid for 12 years.
Note CME-SRST RTU license is introduced in Cisco IOS release 15.1(3)T and higher.

Edit: SRST is Right To Use (RTU) - you don't need to register any PAK.
It was typo I meant you dont need to register any PAKs (same as before)
