ISR4451 and DS3 circuit

what kind of card type is needed to channelize a DS3 circuit? i thought you usually need a MUX but with 4451 you don't?

Depends on what physical factor is being presented.

4451 may not be able to do the channelized DS3. The SM-1T3/E3 should be able to do that but it will not support channelized :

Q. Does the module support channelized mode?
