Issue receiving inbound calls from PSTN

I have a lab setup with a PRI T1 connection to a PSTN simulation router. I have no issues calling out to the PSTN phone I have configured but I cannot receive inbound calls from the PSTN. 

I noticed that if I disable the Route Partition on an internal phone and switch it to <none> I have no issues with the incoming call. My issue, is that I'm not sure where in the route list, group or pattern I am having these issues. Does anyone have an idea? I can show more info if needed.

None of what you mention are the problem, the problem is you failed to set the incoming CSS in the GW to something that could reach your phones.

FYI, when asking for help you need to mention product and version, not just the problem, or what you want to achieve.
