I have come across an isolated incident regarding a phone DN and the phone's External Phone Number Mask, but only when calling the City of Miami Gardens at (305) 622-8000. When attempting to transfer under these conditions, the call will disconnect. However, if the DN and EPNM do match, the transfer will go through. And this is only occurring on one of the clusters in the IP telephony enterprise. Has anyone else run across something like this? Thanks in advance for any feedback.

Scenario: Cisco IP phone
No other phones in the enterprise have this issue. Only calls originating from this one CM have this issue, including IP Communicator.
