Here is a very quick question.

If a CCIE has a job title in america as a senior network engineer,  of a Network architect.  What would the title be in Germany?

CCIE does not entitle anyone to any job title, job title is a definition of what your role is and can be different at any organization. One could be considered a senior engineer at comany A, but could merely be a junior at company B.  Most of the time job title is defined before a candidate is hired and reflects desired skills/experience. Frequently job title may be changed to meet compensation requirements as well.

So, my advise to you is dont get hung up on the title but rather on the person's experience/skills/knowledge/educational credentials such as certiciations (including CCIE).
