Is there a way of limiting a user to only being able to forward their Cisco ip phone to a single external mobile number i.e. their company mobile and not any other numbers?

Hi Nigel.
Another option is to configure a new partition eg. CFWD_USER_A_PT , that configure a CSS eg. CSS_CFWD_USER_A
Configure a route pattern eg. 9.1234567 and put it in the previously defined partition.
In the line configuration of USER A phone, select CSS_CFWD_USER_A as calling search space for call forward all field.
Remember also to specify the parameter "with css configured" in Calling Search Space Activation Policy.

Can u just try to disable the forward button available on IP phone and configure the required external number in Call Manager administration ---> Device---> Line?
You need to have a specific softkey template .

Most likely that will not work, because often manager want the employee to be able to call-forward, on demand, to a single number only when he/she is not at desk, but not divert to any other numbers, and they do not want to use a PC to set/reset the CFA.
So Carlo's suggestion is correct for this scenario.

Carlo is correct here (+5), assuming this is a CUCM system adding specific forward CSS that has access to specific partitions is the only way to acheive this.
