Locale in external server

Can't change the language on Phones because are registered in a virtualized CUCM with low space in disk, Im unable to install new locale because this low space.

It's possible install locale other way? (actually a try http://docwiki.cisco.com/wiki/Cucm-phone-locale-installers form).

No, you have to install the COP file on the CUCM servers, you cannot install it on an offline server.
