locking cisco ip phone

in a cisco cme

Is there a way to lock the cisco ip phone( by pressing buttons on the phone or another way...... )  , so the user can`t dial internal or external call without unplugging the network cable from the ip phone.

Use Extension Mobility with restrictions on the Logged Out phone. All permissions will be on the EM profile
