The ios command media flow-around seems to be missing in my command set event though the release notes says it should be there. Any one konw whet version it is in. I am on
isco IOS Software, 3800 Software (C3845-IPVOICEK9-M), Version 12.4(15)T9, RELEASE SOFTWARE (fc5)

You need IPIPGW image i.e. _ivs image. Here is the filename:

I think you need an IP to IP Gw image for that.

Can u try this?
Router#conf t
Router(config)#voice service voip
Router(conf-voi-serv)#mode border-element
After this do a write mem which will save the configs and reload the router.
Please let me know if we are able to see the flow options.

A couple of things:
1> You need to configure "allow-connections sip to sip" under "voice service voip" before you can configure media flow-around.
2> Ensure your IOS supports the command and where you would like to configure it. A couple of links to refer to:
