1. A. It will be the conference initiator. B and C will simply join in.
2. No. IPVMS is for CUCM hosted resources.

any source or docs to prove the point 1 .or on how the resources gets allocated when using meet me conference .?

Check the UC SRND for more details around this.

What about in Ad Hoc Confernce scenario,
Let say A calls B & A need to involve C in the call , A presses the conference button and dial C and then again presses the Conf to include C in the conf .
Here , C will use whose conference resource .A, B or C it self? (Using their own MRGL config ) ??

It should be the MRG/MRGL for the user A. If not found, default MRG is searched for a resource.

you mean to say " Conference Initiators resources will be used in this case A " ?
is this the case for both type of conferencing ( ad-hoc/meet me ) ??

Whether you use a transcoder or not, will depend on the capabilities of the CFB you're using (whether it's SW or HW), and the codecs the endpoints use.

The transcoder will not host any conference, so, not sure exactly what is your question there.
