MGCP fallback to SRST different IOS commands

The first two are related to the mgcp-fallback process. The third item you listed is separate and used for Cisco IP phones to failover to SRST. MGCP fallback is entirely separate from the SRST process; however, both will rely on the dial-peers of the router to route calls during the outage.
